China Launches Online Whistleblower Platform to Combat Medical Insurance Fraud
China’s leading healthcare insurance regulatory body has established an online platform allowing individuals to anonymously report fraud in the medical insurance system. The National Healthcare Security Administration revealed this new whistleblower initiative on Monday, which can be accessed through their official WeChat account. Individuals who provide valuable information about fraudulent activities can earn rewards that range from 200 yuan to as much as 200,000 yuan, based on the quality of their tips.
The administration has adopted a strict stance against medical insurance fraud, emphasizing their commitment to impose severe penalties on those engaging in fraudulent acts. In the previous year, authorities recovered an astonishing 27.5 billion yuan by identifying 2,008 fraudulent organizations. Gu Rong, the head of the administration's funding oversight department, noted that there were 3,018 medical insurance cases investigated in partnership with law enforcement agencies, resulting in the arrest of 10,741 individuals suspected of criminal activity.
Gu further stated that multiple agencies implicated in fraudulent practices have faced penalties, such as having their insurance contracts terminated or temporarily suspended, and have been reported to law enforcement for further action. To bolster fraud detection, the administration has employed big data analytics and real-time audits, which have successfully identified irregular hospital admission records and addressed illegal sales of covered medications, leading to the recovery of approximately 600 million yuan.
To further tackle fraud, China has introduced drug traceability codes, which are unique electronic tags assigned to each medication, aiding in the prevention of medication resale and misuse of insurance cards. Additionally, a credit system has been developed to monitor hospital and pharmacy staff who handle insurance funds.
In November, the administration celebrated its inaugural public recognition event for whistleblowers, where six informants from various regions received rewards totaling 721,400 yuan. One notorious case of medical insurance fraud, exposed in September, involved Wuxi Hongqiao Hospital, where a local doctor leaked information to the media. The resulting investigation uncovered that the hospital misappropriated 22.3 million yuan, which included fraudulent activities such as altered medical records. As a consequence, the hospital faced a hefty fine of 58.96 million yuan and had its operating license revoked in November.
