The MSS emphasized the critical role of radio technology in supporting essential infrastructure, including emergency response, secure communications, and social stability. Unauthorized use of this technology, however, presents a significant threat.
In one case, a radio enthusiast named Zheng, residing near a naval port, was found to be operating suspicious equipment that was continuously intercepting sensitive signals. Zheng had received an unsolicited email from a foreign data company offering free radio equipment. Following the instructions, he assembled the device on his balcony. The equipment then collected and transmitted ship location data from the waters near the port, posing a threat to military security. Security authorities confiscated the equipment and penalized Zheng.
The second case involved a Chinese national, Zhang, who illegally established a radio station to spread false information and disrupt social order, acting under the direction of foreign entities. Zhang admitted to meeting a foreign agent online who offered financial rewards for broadcasting specific content. He purchased the necessary components online, built the station with the agent's guidance, and received the content to broadcast, despite knowing it was false. Zhang was apprehended by state security agencies.
China's Criminal Law addresses the illegal operation of radio stations and unauthorized use of radio frequencies. Individuals found guilty of such offenses, which interfere with normal radio communications, face penalties ranging from imprisonment to fines, depending on the severity of the consequences.
