Thailand's Cabinet Approves Draft Law for Casinos and Entertainment Complexes
Thailand's Cabinet has approved a draft law for casinos and entertainment complexes, aiming to attract more tourists and build a major gaming industry. While gambling is mostly banned in Thailand, the government sees casinos as a potential source of foreign investment, job creation, and state revenue.
However, the draft law includes significant limitations on access for Thai citizens. Entry to casinos will require a 5,000 baht (US$150) fee and proof of at least 50 million baht in bank deposits, effectively excluding a large portion of the population. This requirement has faced criticism for being too restrictive.
The draft law also limits the casino area to 10% of the total space in an entertainment complex. It will now be sent to Parliament for further discussion and approval.
The government estimates that casinos could attract 100 billion baht in new investment and boost foreign arrivals by 5-10%, generating over 12 billion baht in annual revenue. However, the plan has faced opposition from some political parties who argue that it could worsen social problems.
Despite the legal restrictions, illicit gambling operations have existed in Thailand for years. The government hopes that legalizing casinos will provide a more controlled and regulated environment for gambling.
Several Southeast Asian countries have already legalized casinos, with varying degrees of success. Thailand aims to follow the example of Singapore, which has attracted major international gaming companies with its robust regulations.
Tourism is a crucial driver of Thailand's economy, and the government hopes that casinos will further boost the sector. This year, the government expects 38 million foreign arrivals, approaching the pre-pandemic record of nearly 40 million tourists.
