Ministers from various ministries, including the Children and Families Agency and the Digital Agency, expressed ambiguity about their jurisdiction. This lack of clarity hinders policy progress and leaves children vulnerable to harmful content.

The government's reluctance to take action stems from concerns about infringing on freedom of expression. However, Ito pointed to the European Union's Digital Services Act, which regulates online advertising to protect minors. The government has pledged to study international initiatives and establish a central coordinating body.

Public opinion is divided, with some citizens expressing outrage at the exposure of children to explicit ads, while others caution against overregulation that could stifle freedom of expression. The debate highlights the complex balance between protecting children and upholding individual rights in the digital age.
