Child Abuse Consultations Reach Record High in Japan
Child guidance centers across Japan witnessed a significant rise in consultations regarding child abuse during the fiscal year 2023, marking the highest number on record. This concerning trend highlights the growing prevalence of child abuse, particularly psychological abuse, within Japanese families.
Junko Mihara, the minister responsible for child-related policies, attributed the increase in consultations to the alarming rise in domestic violence witnessed by children. "We are seeing an increase in consultations about psychological abuse," Mihara stated, emphasizing the need to protect both children and parents experiencing such trauma.
Psychological abuse accounted for a staggering 59.8% of the total consultations, amounting to 134,948 cases. Physical abuse followed closely behind with 51,623 cases, representing 22.9% of the total. Consultations related to neglect or refusal to care for children constituted 16.2% with 36,465 cases, while sexual abuse accounted for a concerning 1.1% with 2,473 cases.
The majority of reported aggressors were biological mothers (48.7%) and biological fathers (42.3%). Notably, the record-breaking figures for fiscal year 2023 represent a 5% increase compared to the previous year, despite a revision made by the government in September 2023 to adjust the official total for fiscal year 2022.
The revision was prompted by the discovery that some municipal governments had not adhered to national reporting guidelines, leading to the inclusion of consultations deemed "not abuse" in their case numbers. The government plans to investigate whether relevant documents from previous years are still available to potentially revise the figures for fiscal year 2021 and earlier.
In response to this alarming trend, the Children and Families Agency is committed to strengthening the welfare consultation system. This includes expanding child and family centers nationwide to provide comprehensive support for child-rearing, as well as increasing the number of child welfare officers at child guidance centers with a focus on job retention.
The rising number of child abuse consultations underscores the urgent need for effective measures to protect vulnerable children and families. By strengthening support systems and addressing the root causes of abuse, Japan can work towards creating a safer and more nurturing environment for its youngest citizens.
