Inner Mongolia's Dual Approach to Fighting Formalism
Inner Mongolia has implemented a unique system of rewarding and punishing officials to combat formalism and promote a more pragmatic governance culture. This approach combines incentives for outstanding performance with disciplinary measures for underperformance.
The region has recognized 172 officials as "Outstanding Responsible Cadres" over the past two years, with many receiving promotions. This demonstrates a commitment to rewarding practical work ethic and encouraging officials to prioritize results over bureaucratic procedures.
Conversely, 448 officials who failed to perform their duties properly have been removed from their positions. Strict criteria now exclude inactive or superficially active cadres from promotions and honors, sending a clear message against bureaucratic pretense.
Inner Mongolia has also implemented systemic reforms to combat formalism and ease burdens on grassroots government units. These reforms address long-standing grievances, including excessive paperwork, redundant meetings, and bureaucratic overload.
The region has reduced county-level meetings by 48.4%, cut county-level assessment metrics by 55%, and slashed grassroots reporting forms by 80%. Additionally, regulations now mandate consolidated supervision and inspections, eliminating the need for numerous inspection delegations.
Leadership accountability mechanisms now require officials to personally implement their decisions and policies. Grassroots units have also been given the right to reject impractical tasks, ensuring that officials are responsive to the needs of the people they serve.
Inner Mongolia's initiative aligns with the central government's push for cadre personnel system reform. This reform aims to invigorate the workforce by promoting a talent selection mechanism that rewards competence and outstanding performance while removing unqualified individuals.
Despite these efforts, challenges remain. Some officials still hold distorted views on political achievement, clinging to outdated notions that prioritize equal treatment regardless of performance or avoiding mistakes through inaction. Overcoming these challenges requires a continued focus on people-centered governance and a shift towards a culture that values results and accountability.
