A City Embraces Peace and Tranquility
In June 2022, China took a significant step towards a quieter future with the implementation of a new national law on noise pollution prevention and control. This legislation addressed a range of noise issues, from disruptive construction sounds to loud vehicles and excessive noise from entertainment and fitness systems. Importantly, the law also incorporated noise pollution prevention and control into government assessments, ensuring that noise reduction becomes a priority for local authorities.
Chongqing, a bustling metropolis in Southwest China with a population exceeding 32 million, has emerged as a national leader in noise pollution control. Designated as a pilot city for this initiative, Chongqing has actively pursued the concept of "quiet communities," establishing over 600 peaceful havens for its residents.
One shining example of this commitment is the Liangjiang New Area, where the local ecological environment bureau has established 22 quiet communities, benefiting at least 200,000 people. The Liheyuan community, once plagued by noise pollution, has undergone a remarkable transformation. Through a series of initiatives, including a smart supervision cloud platform for 24-hour noise monitoring, renovated noise reduction facilities, enhanced amenities, and the creation of peaceful leisure spaces, Liheyuan has achieved Class 1 soundscape functional area standards.
The positive impact of these efforts is evident in the data. Noise complaints in Chongqing Liangjiang New Area decreased by an impressive 36.4 percent in 2024 compared to the previous year.
To further strengthen noise pollution prevention and control, the area has implemented its own plan, simplifying regulations and systematically addressing noise from industries, construction, transportation, and social activities. This comprehensive approach demonstrates Chongqing's commitment to creating a more peaceful and livable environment for its residents.
