Chinese President Xi Jinping Calls for Successful Conclusion of 14th Five-Year Plan for Military Development

Chinese President Xi Jinping, also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, addressed a plenary meeting of the delegation of the People's Liberation Army and the People's Armed Police Force at the third session of the 14th National People's Congress (NPC) in Beijing on March 7, 2025.

In his speech, President Xi emphasized the importance of achieving a successful conclusion of the 14th Five-Year Plan (2021-2025) for military development. He acknowledged the significant achievements made over the past four years while recognizing the remaining challenges and issues that need to be addressed.

President Xi outlined several key priorities for the remaining period of the plan. He called for strengthening confidence, facing challenges head-on, and implementing the requirements for high-quality development to achieve the established goals and tasks on schedule. He urged leveraging the strengths and resources of civilian sectors to enhance the quality and efficiency of military development.

Furthermore, President Xi stressed the need for accelerated development of new quality combat capabilities, improved swift response and rapid transformation mechanisms for advanced technologies, and a sound and effective oversight system to address corruption.

President Xi's speech underscores China's commitment to strengthening its military capabilities while ensuring responsible and sustainable development. His emphasis on high-quality development, joint civil-military endeavors, and advanced technology integration reflects China's evolving approach to national defense and security.
