Vancouver Police Union President Apologizes for Using Personal Emails for Political Campaign
Sergeant Ralph Kaisers, president of the Vancouver Police Union (VPU) and candidate in the upcoming municipal council by-election, has apologized for using the personal email addresses of his fellow officers to solicit their support for his campaign. While his actions do not violate Elections BC rules, they have sparked anger and raised concerns about political influence within the police force.
Kaisers, who is currently on leave from the Vancouver Police Department, sent an email to union members on February 27th, urging them to vote for him, volunteer for the ABC party, and donate money. He argued that having allies at city hall would benefit both the VPU and its members.
However, the email's use of personal information obtained through Kaisers' position as union president has drawn criticism. Acting VPU president Sergeant James Hubert emphasized the importance of protecting member privacy and confirmed that the email was not authorized.
Kaisers has apologized for his mistake and assured that it will not happen again. However, critics view this incident as part of a larger pattern of ABC politicians bending rules to maintain their hold on the city.
The April 5th by-election is seen as a referendum on Mayor Ken Sim's party, which secured a strong majority in the 2022 municipal elections. However, internal conflicts have led to defections within the council, park board, and school board.
The VPU's endorsement of Sim in 2022 marked a departure from its tradition of staying out of politics. Sim's policies have emphasized a law-and-order approach to addressing the complex issues of poverty, homelessness, mental illness, and addiction plaguing Vancouver's Downtown Eastside.

Adding to the controversy, the ABC party has been criticized for placing campaign signs on the lawns of supporters without their express consent. This has led to complaints and accusations of entitlement from former ABC members.
OneCity Vancouver has filed an official complaint with Elections BC, alleging that ABC violated campaign rules. While Mayor Sim apologized for the unwanted signs, his campaign director maintains that the actions comply with regulations.
Political strategist Stephen Carter dismissed the concerns as mere jealousy from political rivals, encouraging people to "read the rules and think creatively."
