Protesters Demand Justice for Drug War Victims as Duterte Faces ICC Charges
Protesters gathered in Quezon City, Philippines, on March 11, 2025, demanding justice for victims of the country's brutal drug war. This followed the arrest of former president Rodrigo Duterte, who faces charges of crimes against humanity at the International Criminal Court (ICC).
Duterte, 79, is accused of orchestrating a crackdown that resulted in the deaths of tens of thousands of people, mostly poor men, often without evidence of their involvement in drugs. The ICC warrant cites "the crime against humanity of murder."
Duterte's lawyers filed a Supreme Court petition on behalf of his daughter, Veronica, claiming "kidnapping" and demanding his return. They argue that the Philippines' judicial system is functioning and can handle the case. However, the government maintains its right to cooperate with Interpol on the arrest.
Victims' families expressed mixed emotions. Some, like Emily Soriano, whose son Angelito was killed, welcomed the arrest but lamented the lack of due process for victims. Others, like Llore Pasco, whose two sons were killed, felt a sense of vindication.
Duterte was flown to The Hague, Netherlands, to face the ICC charges. His daughter, Vice President Sara Duterte, called the transfer "oppression and persecution."
While some supporters view the arrest as unlawful, others who opposed Duterte's drug war celebrated the development. Groups supporting families of victims expressed relief and hope for justice.
The Philippines withdrew from the ICC in 2019 under Duterte's orders. However, the court maintains jurisdiction over killings that occurred before the withdrawal, including those during Duterte's time as mayor of Davao City.
The ICC launched a formal inquiry in 2021, which was initially suspended after the Philippines claimed it was re-examining drug war cases. The inquiry resumed in 2023, and the Marcos government, despite earlier objections, agreed to cooperate with Interpol's request for assistance.
President Marcos stated that the government is simply fulfilling its international obligations by cooperating with the ICC. The outcome of this case will have significant implications for justice and accountability in the Philippines.

These families' suffering has gone unnoticed for too long. Now they finally have the world's attention.

Veronica Duterte’s kidnapping claim is absurd. Justice must not be manipulated by powerful politicians.

Human rights matter. I support the ICC charges fully if it means justice for innocent victims.
