These comments were delivered in response to inquiries about China's projected defense budget for fiscal year 2025. Lou explained that the defense spending constitutes part of the greater national budget, with the actual numbers slated to be officially announced after the opening session of the National People's Congress annual meeting.
Lou shared that China's defense budget has grown modestly, registering single-digit increments every year since 2016. He highlighted the nation's conservative approach to defense expenditures, noting that defense spending has remained consistently below 1.5% of China's GDP for many years, a figure that is lower than the global average.
