Earlier this week, the arrest of Francisco Andrade-Berrera, a 37-year-old Mexican citizen, by Immigration and Customs Enforcement agents near a Chicago school triggered community backlash and prompted local demonstrations. Video footage showed ICE agents placing Andrade-Berrera in handcuffs close to Victoria Soto High School, leading activists, along with several local leaders, to decry the event as inappropriate and harmful to students' well-being.
In the immediate aftermath, two nearby schools, Victoria Soto High School and Jovita Idar Elementary, activated special protocols to support students emotionally affected by witnessing the incident. Alderman Byron Sigcho Lopez raised concerns during a public rally, openly questioning Chicago Public Schools' responsibility toward protecting its families from such distressing scenes. Hilario Dominguez of the Chicago Teachers Union was particularly vocal at the protest, condemning the arrest as unfair and directly criticizing President Donald Trump for issuing directives that placed children in difficult emotional circumstances.
However, after the initial reactions, ICE publicly clarified that Andrade-Berrera had a history of serious criminal activity, including convictions for drug trafficking, gang affiliations, loitering offenses, and property damage. ICE also stated he had previously been deported from the United States twice—in 2005 and 2013. In 2023, Andrade-Berrera pled guilty to a federal cocaine-related charge and received a sentence of supervised release and a short period in custody.
Personal circumstances were disclosed in court documents describing Andrade-Berrera as a husband and father of four who was working as a chef, striving to provide for his family. His wife emphasized in her statement to the judge the importance of his presence in their lives, expressing deep fears over the prospect of his removal from the home.
The incident is reminiscent of a previous controversy a month earlier when Chicago Public Schools incorrectly claimed that ICE had tried to enter another school, further fueling tensions around immigration enforcement practices in the community. Responding to criticisms, former Riverside, Illinois, police chief Tom Weitzel expressed frustration over what he described as attempts by local officials to politicize these law enforcement actions. He firmly rejected claims that ICE conducts raids inside schools, emphasizing that no such incidents have been documented nationwide.
