The program was initially praised for reducing dangerous land crossings along the southern border, even though it did not reduce the overall numbers of migrants arriving in the United States.
Controversy surrounding the program intensified after incidents where beneficiaries were implicated in serious criminal behavior. One notable case involved a Venezuelan national who attacked and killed a college student, and in another incident, a beneficiary was arrested on charges relating to the sexual abuse of a minor.
