China Responds to US Vice President's AI Speech at Paris Summit
China's Foreign Ministry spokesperson, Guo Jiakun, addressed US Vice President JD Vance's speech at the AI summit in Paris. Vance had claimed that authoritarian regimes were using AI to control their citizens and were also subsidizing cheap tech for export.
Guo reiterated China's commitment to embracing the AI transformation and working hard to advance the technology. He emphasized that China takes the safety and security of AI seriously and supports entrepreneurial innovation by Chinese companies.
Guo also highlighted China's advocacy for inclusive AI. He mentioned China's efforts to help developing countries enhance capacity building and its belief that AI technologies should be open-sourced and accessible to all.
However, Guo expressed opposition to drawing lines based on ideological differences, overstretching the concept of national security, or politicizing trade and tech issues.
The AI Action Summit in Paris brought together global leaders, technology industry executives, and top researchers. The summit concluded with 61 signatories agreeing on the importance of open, inclusive, transparent, ethical, safe, secure, and trustworthy AI.
However, the US and the UK did not sign the Paris AI Summit's declaration. The two countries did not provide immediate explanations for their decision.
Professor Shen Yi of Fudan University believes that hegemony remains the primary barrier to the advancement of AI. He sees this hegemonic mentality as causing disruptions and divisions in collaborative efforts.

“I’m not buying the narrative that China is solely advancing tech for global good. We need more transparency about what ‘safety and security’ really means.”

“It seems China is deflecting criticism by blaming ideological differences. The fact remains they have a history of controlling technology and stifling dissent.”
