Chinese authorities have revealed that a number of retired officials, previously occupying key roles, were approached by an intelligence network masquerading as a business consultancy. The firm, purportedly linked to China, recruited these experts to gather strategic data about China’s essential industries. The strategy involved targeting individuals perceived to have a weakened sense of confidentiality post-retirement and standing relationships with former colleagues.
In one notable case, an ex-official identified by the surname Feng was repeatedly lured by attractive offers of high consulting fees. Feng, capitalizing on his ongoing ties with previous associates, eventually agreed to provide business consulting services. However, this consultancy was a front for obtaining documents and details concerning key projects and strategic plans, as the information was systematically encrypted, translated, and transmitted to a foreign intelligence agency.
Subsequently, Feng collaborated with another retired professional, Jiang, who also leveraged his industry contacts to supply classified material. The duo produced regular reports outlining vital aspects such as overall planning and project progress. Their actions, conducted under the guise of legitimate consultancy work, involved stealing state secrets, thereby posing a serious threat to national security.
In consequence, the judiciary acted rigorously. The Supreme People's Court sentenced Feng to six years in prison along with additional penalties including political rights deprivation and property confiscation. Similarly, Jiang received over five years of imprisonment with corresponding sanctions. This case serves as a stark reminder of China’s strict protocols regarding state secrets and the enduring responsibilities that accompany work involving classified information, even after retirement.
