European "Reassurance Force" Proposed for Post-War Ukraine
Britain and France are proposing a European "reassurance force" of up to 30,000 troops to protect Ukraine from future Russian attacks after a potential peace deal. The force would focus on air and maritime defense, with minimal ground presence.
Key goals include securing Ukrainian airspace for commercial flights and safeguarding Black Sea trade. Maintaining the country's infrastructure, repeatedly targeted by Russia, is also crucial.
However, President Zelenskyy desires a larger force with US involvement, which the new US Secretary of Defense has ruled out.
Limited European military size necessitates a smaller force focused on technological superiority. A US "backstop," potentially involving air power based in Poland and Romania, is also proposed.
Prime Minister Starmer and President Macron will lobby President Trump for this backstop during their upcoming visits to Washington.
Russia opposes any NATO deployment in Ukraine, while Western officials emphasize the lack of desire for European forces in eastern Ukraine to avoid escalation.
The plan is in its early stages, with militaries developing proposals for potential inclusion in a peace agreement.
Ukraine's current US-supplied weapons are deemed sufficient for continued resistance against the Russian invasion. The country's defense ministry estimates that 20% of its arms come from the US, with the rest from domestic production and Europe.
Arms deliveries continue, ensuring Ukraine has the resources to "keep the fight going" while ceasefire negotiations are discussed.
