The Kremlin has dismissed Ukrainian President Zelenskyy's idea of a territorial swap, which he detailed in a recent interview. Zelenskyy proposed a straightforward exchange whereby Ukrainian-held areas in Kursk would be traded with parts of Russian-occupied land, emphasizing that each piece of territory holds importance and none would be prioritized over another.
In response to this proposal, Vladimir Putin’s spokesperson, Dmitry Peskov, made it clear that Moscow would not entertain any discussions about exchanging territories. He stated that Russia's position is firm and that any Ukrainian units present in the contested areas would be unconditionally removed.
Last summer, Ukraine managed to seize roughly 500 square miles in the Kursk region during an unexpected incursion, a move that significantly embarrassed Putin. Since then, Russia has launched a major military effort by deploying tens of thousands of troops, including North Korean forces, to regain control over the area.
Current reports indicate that while Russia has recaptured about half of the lost territory in Kursk, it still holds below 20% of Ukraine’s territory overall. The intense conflict, notably around the town of Sudzha which remains under Ukrainian control, underscores the strategic importance of the region.
Additionally, there are around 2,000 Russian civilians living under Ukrainian control in the contested area whose status remains uncertain due to disrupted communications. Observers suggest that Moscow is driven to reclaim these regions in order to strengthen its position ahead of anticipated US-mediated peace talks, while Ukraine has moved some of its seasoned troops to defend its claims and use the territory as a potential bargaining chip in negotiations.
