Church of England Delays Safeguarding Overhaul, Sparking Anger and Disappointment

A Blow to Survivors

The Church of England's (C of E) General Synod has voted against immediately implementing full independent oversight of safeguarding, despite the recommendation of its most senior bishops. This decision has been met with criticism from survivors and advocates, who see it as a betrayal and a delay in much-needed reform.

The Synod was presented with two options for overhauling the Church's safeguarding procedures. Option four, which was backed by senior leaders, proposed the creation of a fully independent body responsible for safeguarding. This would have meant transferring all safeguarding officers to the new organization, ensuring greater transparency and accountability.

However, Synod members opted for a watered-down option three, which will see most national staff move to a new non-church watchdog, but other diocesan and cathedral officers will remain with their current church employers. This decision has been criticized as a "gut-punch to survivors" and a missed opportunity to truly address the Church's safeguarding failures.

Advocates for survivors have expressed their disappointment and anger. Andrew Graystone, an advocate for church abuse survivors, said the vote was a "punch in the gut" to survivors. Reverend Paul Cartwright compared the decision to the delayed HS2 train project, warning that the stronger safeguards may never be implemented.

The decision to delay the full implementation of independent oversight has also raised questions about the Church's commitment to change. Minister William Harwood accused the "secretive, self-protective house of bishops" of wanting to "maintain their power base" and called for a "wholesale route and branch change" in the senior leadership.

The Church of England now faces the challenge of rebuilding trust with survivors and demonstrating its commitment to safeguarding. The delayed implementation of independent oversight is a setback, but it is not the end of the story. The Church must now work to ensure that the changes that are made are meaningful and effective in protecting children and vulnerable adults.
