Additionally, the plan calls for practical measures to reduce operational costs through tax cuts and discounts on utilities like water, electricity, gas, and heating fees. The government is also considering financial subsidies to support the functioning of these nursery care centers, with medical institutions playing a role in guiding and training the staff, all aimed at alleviating the cost burdens that have historically discouraged Chinese couples from having children.
