A government report from Spain has spotlighted the existence of 7,000 holiday apartments in the Balearic Islands that are being rented out illegally. According to government minister Pablo Bustinduy, these properties are being advertised on social media without securing the necessary licenses and permits, an issue that has drawn sharp criticism.
The absence of proper licensing not only allows these apartments to sidestep the mandatory tourist tax, but it also violates a series of local laws intended to regulate tourism. Local tour firms and hotel operators blame these unregulated rentals for causing tourist overcrowding—a problem that culminated in large-scale protests across the archipelago last summer.
International voices have also joined the debate. Steve Heapy, the CEO of a British tour company, argued that authorities can easily crack down on these illegal rentals by verifying basic documents such as tourism licenses, safety certificates, and tax returns. He maintained that a fine for non-compliance could drastically reduce the number of unlicensed properties, potentially curbing the protest movement.
Meanwhile, public frustration with the current tourism model has been palpable. In the Majorcan capital of Palma, around 20,000 residents rallied, with demonstrators demanding a change in policy to limit the rapid growth of tourist numbers—a dramatic increase that has overwhelmed the region’s modest permanent population.
