Shanghai Enhances Community Healthcare Centers to Improve Medical Services

At a recent news conference, Wen Daxiang, the director of the Shanghai Municipal Commission of Health, announced that the city will elevate the importance of community healthcare centers. This initiative aims to enhance their capabilities in providing basic medical treatment, rehabilitation, public health services, and overall health management.

Each healthcare center will see a significant increase in the variety of medications available, with an average of 682 types now anticipated. This increase of 66 types represents approximately an 82.6 percent enhancement in the availability of commonly used medications for both chronic and routine health issues typically found in second- and third-tier hospitals.

Moreover, the city plans to improve healthcare access for patients referred by community healthcare centers by prioritizing appointment slots at higher-tier hospitals. Special attention will also be given to key demographics such as the elderly, children, and individuals with chronic health conditions or mental health needs, through initiatives focused on improving nutrition, preventing cognitive disorders, and providing mental health services.

Shanghai intends to broaden its healthcare offerings by enhancing management practices for chronic diseases and by upgrading pediatric and mental health services. Plans include improving hospital facilities and increasing the number of automated defibrillators available.

Wen expressed that these efforts are part of a broader mission to make healthcare in Shanghai more accessible, improve its overall quality, and strengthen the infrastructure to cultivate a healthier environment for the city’s residents. The strategy includes the development of national medical centers and specialized clinical areas while expanding the capacity of regional medical facilities and creating demonstration hospitals at the district level.

Additionally, there will be a concerted effort to unify resources within medical alliances, standardizing drug catalogs and services. The establishment of centers that facilitate collaborative treatments using both traditional Chinese and Western practices for complex conditions is also on the agenda, along with the promotion of community-based traditional medicine services.

Finally, Wen indicated that enhancing the public health service system is vital for forming a reliable network to detect infectious disease risks timely. This system will also be prepared for health emergencies, ensuring that medical treatments and resources are readily available to respond effectively.
