The U.S. Office of Personnel Management (OPM) has taken the lead in communicating this new direction, pledging to reward high achievers while swiftly addressing those who underperform, mirroring Musk’s demands at Twitter for exceptional performance as the minimum standard. Furthermore, OPM's intent to shrink the workforce and categorize more roles as "at-will" will weaken longstanding civil service protections, requiring employees to meet new, heightened criteria for reliability and trustworthiness.

Musk’s dramatic restructuring of Twitter underscores the risks involved; after his buyout, he imposed severe reductions that resulted in over 6,000 job losses, which, although aimed at financial recovery, also prompted concerns about operational stability. In contrast, the federal government employs around 2.3 million, so any mass layoffs could profoundly affect its functioning.

While Trump’s administration frames the reforms as a necessary response to rising national debt and a growing deficit, the strategy's impact on efficiency and employee morale remains to be seen. The administration attempts to counterbalance increasing debt payments, which have surged in cost as interest rates rise, by prompting a more streamlined and economically responsible government.

In past instances, such as Musk's severe layoffs at Twitter, there were fears over the platform's operational capacity, but the company has maintained stable operations since the cuts. As the Trump administration pushes forward with its efficiency objectives, it faces the potential for similar upheavals within government agencies, causing possible disruptions and confusion among employees.
