The Chinese government is intensifying its commitment to bolster the cultivation of skilled workers as part of its broader effort to enhance economic transformation. Announced on Wednesday, a new set of guidelines from several government bodies, including the Ministry of Human Resources and Social Security and the National Development and Reform Commission, outlines various significant measures aimed at addressing the need for skilled labor in an evolving industrial landscape.
One of the central objectives of these guidelines is to train more than 15,000 top talents and 5 million highly skilled individuals across the country within a three-year timeframe. Despite having over 200 million skilled workers, which make up more than 26% of the total workforce, China faces a notable structural imbalance, particularly in the availability of highly skilled personnel.
An official from the ministry stressed that the shifting industrial environment, characterized by the modernization of traditional sectors and the emergence of new industries, necessitates a workforce with enhanced skills. Efforts will focus on developing master craftspeople and a highly qualified industrial technical workforce, as discussed in the recent sessions of the Communist Party of China's Central Committee.
The newly introduced policy encourages businesses to invest in skills development initiatives. By the end of 2025, China intends to establish over 400 national talent training bases in various sectors, from advanced manufacturing to childcare. This strategy includes support for businesses to set up vocational schools, training centers, and conduct their own skills assessments.
To bridge the gap between labor supply and industry demand, the guidelines advocate for a collaborative approach to talent development, involving enterprises, educational institutions, and government agencies. Moreover, in alignment with the demands of the digital age, there is a focus on nurturing new professions in fields such as big data, artificial intelligence, smart manufacturing, integrated circuits, and data security.
The guidelines also suggest that skilled workers be encouraged with various incentives, including profit-sharing, stock options, urban residency benefits, and recognitions such as government allowances and labor model honors. The ministry is committed to closely coordinating with other relevant departments to ensure that policies regarding financing and project formulation are aligned, facilitating a smooth implementation of these supportive measures.
