China Initiates National Whole Grain Action Plan to Enhance Public Health and Food Security

In a recent initiative, China has unveiled the National Whole Grain Action Plan for 2024-2035, highlighting a commitment to accelerate the growth of its grain industry. The plan, which was developed by several governmental organizations including the National Development and Reform Commission, seeks to increase whole grain consumption, minimize food waste, and improve overall food security across the nation. Currently, whole grains make up less than 1 percent of the country’s total grain consumption, but the new action plan sets forth ambitious targets for the next ten years.

As living standards rise, there is a noticeable shift among Chinese consumers who are moving past mere food availability and towards a desire for nutritious and high-quality food. Whole grains are recognized for their higher levels of dietary fiber and essential nutrients, which are vital for enhancing public health outcomes. According to Wang Hong, a spokesperson for the administration, by expanding the whole grain market, China intends to reduce food waste and promote a more nutritious diet for its citizens.

Experts acknowledge that China faces a significant challenge with "hidden hunger," where many citizens have a dietary fiber intake that is only one-third of what is recommended. Tan Bin, the chief scientist at the research institute within the administration, notes that misconceptions about staple foods have led to a decline in grain consumption among young people. Whole grains such as rice, wheat, oats, corn, and millet are increasingly recognized for their health benefits, including reductions in the risks of chronic diseases like Type 2 diabetes and heart disease when consumed regularly.

Whole grains provide an array of essential nutrients compared to refined grains, which lack the bran and germ after processing. Tan emphasizes the environmental benefits of whole grains, noting they have a smaller ecological footprint compared to animal products and are more resilient to adverse conditions. Furthermore, these grains are noted to have richer flavors and a more satisfying texture due to their dietary fiber content.

The action plan builds on previous efforts to curb food waste and enhance food conservation. By 2035, the plan envisions a significant increase in whole grains in daily diets, accompanied by a broader range of whole grain products. To ensure these goals are met, there will be a concerted effort to educate the public on the advantages of whole grains, particularly targeting groups such as schoolchildren and military personnel.

Additionally, the plan includes the establishment of national standards for whole grain products to enhance food safety, the development of new grain varieties, and improved processing technologies to better cater to consumer preferences. It also aims to boost the competitiveness of manufacturers in the whole grain sector, thereby supporting the growth of relevant brands and their market presence.
