China Accuses US of Systematic Cyberattacks While Denying Cyberattack Allegations

A Chinese foreign ministry official announced that China has identified long-term, large-scale cyberattacks originating from the US, a claim made amid escalating tensions over accusations regarding cyber threats. The official highlighted that the US has repeatedly accused China of being linked to hacker groups, naming specific examples like "Volt Typhoon" and "Salt Typhoon," all while failing to provide substantial evidence for these allegations.

Wang Lei, who oversees cyber and digital affairs for the Chinese Ministry of Foreign Affairs, expressed that China has raised concerns with the US administration about these systematic attacks, detailing that they encompass cyber espionage and targeting of critical information infrastructure across various sectors including telecommunications, finance, and transportation. He emphasized that China has made it clear to the US about its critical infrastructure security, adhering to its own regulatory frameworks, and that it's essential for the US to hold itself to similar standards before issuing demands.

In the run-up to 2024, the US had alleged that the "Volt Typhoon" hacker group was backed by China, but Chinese cybersecurity agencies quickly countered with evidence illustrating that "Volt Typhoon" had ties to an international ransomware organization. The US has not responded to these claims, leading to further allegations regarding another purported hacker group, "Salt Typhoon," which also lacks credible links to the Chinese government, as reported widely by various media outlets. Analysts believe that these allegations may aim to deflect attention from extensive surveillance practices by US intelligence on domestic targets, particularly through telecommunication systems used by federal agencies.

Reports indicate that the US is the largest source of cyberattacks worldwide, with China also positioned as a target of US cyber operations. A recent survey suggested that US-supported hacker groups conducted over 45 million cyberattacks against Chinese entities, including the government, educational institutions, and critical infrastructure. Investigative reports from China's National Computer Network Emergency Response Technical Team have identified specific cyberattacks attributed to US intelligence agencies targeting Chinese tech firms to obtain trade secrets.

Moving forward, the official stressed the importance of establishing a cooperative cyber relationship based on mutual respect and transparency. He noted that both countries have shared interests in maintaining cybersecurity, especially related to critical infrastructure, and emphasized that engaging in constructive discussions could serve to uphold stability in cyberspace. China is open to dialogues that will build a peaceful and respectful cyber relationship with the US, believing it to be the most viable method for addressing joint concerns irrespective of governmental changes in the US.
