In an effort to bolster its response to infectious diseases, China announced that this year it will deepen reforms to its disease control system. Health authorities have stated that a significant advancement has been made with the establishment of the National Disease Control and Prevention Administration in May 2021, which has led to the creation of provincial-level disease control bureaus.
At a recent meeting focused on the administration's goals, officials outlined plans to complete the formation of municipal and county-level disease control organizations, while also establishing clear standards for their functions and developmental capabilities. This year will also witness intensified initiatives aimed at enhancing core competencies in areas such as disease surveillance, early warning systems, and emergency response.
Health Minister Lei Haichao emphasized the importance of enhancing the sharing of disease surveillance data between healthcare facilities and disease control entities. He also pointed out the necessity for improving incentives for disease control personnel and ensuring adequate funding for public health institutions. Additionally, Lei urged local authorities to incorporate more vaccines into their immunization programs to enhance disease prevention efforts.
To combat chronic diseases like cancer and cardiovascular diseases, which account for a significant portion of national fatalities, there will be an increase in early cancer screenings and lifestyle counseling targeted at youth and individuals with chronic conditions. Promoting the education of public health professionals and increasing staffing for medical aid projects abroad are also part of the planned reforms.
Over the past year, the administration has released guidelines for managing various infectious diseases such as HIV/AIDS, tuberculosis, and malaria, aiming to establish a comprehensive warning mechanism for contagious diseases. The number of national teams ready to respond to sudden outbreaks has risen to 25, and community-level teams have been formed as well.
As the Spring Festival holiday approaches, the administration is urging measures to mitigate the spread of respiratory pathogens. They have noted that while the acute respiratory disease incidence this year is lower compared to the previous year, influenza levels remain high. Other respiratory infections, including COVID-19 and various pneumonia-causing viruses, are currently at a lower risk.
However, the spread of norovirus is concerning, particularly in schools and childcare institutions. With increased travel and gatherings anticipated during the holiday, officials warn of a heightened risk of both domestic and imported infectious diseases. Mi Feng, spokesperson for the National Health Commission, confirmed that the ongoing respiratory illnesses are linked to known pathogens, and no new infectious diseases have been identified.
