On January 30, 2024, Chinese police escorted a telecom fraud suspect through Kunming Changshui International Airport as part of a broader campaign against crime linked to fraud operations in Myanmar. As reported by the Ministry of Public Security (MPS), over 53,000 Chinese individuals have been detained for their involvement in fraud-related activities in Myanmar, leading to the successful dismantling of notorious criminal syndicates that had been active in the northern region of the country.
A spokesperson for the MPS, Zhang Ming, outlined the impact of a special operation initiated in July 2023 aimed at tackling telecom fraud in collaboration with Myanmar's law enforcement. Joint operations across provinces such as Yunnan and Zhejiang resulted in a dramatic reduction in both the number of fraud cases reported and the financial damage inflicted upon victims in China. However, despite these achievements, Zhang emphasized that the situation remains challenging, as telecom fraud continues to be prevalent, characterized by significant financial losses and persistent public outrage.
Zhang also described the organized and transnational nature of these crime syndicates, which implement strict hierarchies and occasionally resort to violence to maintain control over their operations. These syndicates are adept at responding to social trends, crafting specific scams that appeal to diverse demographics, which broadens the pool of potential victims. Furthermore, despite improvements in the Myanmar region, numerous locations globally still facilitate telecom fraud, and some fraud groups are harnessing advanced technologies such as blockchain and AI to enhance their illegal activities.
According to a report by Xinhua News Agency in December 2024, at least 39 members of the major crime syndicates based in northern Myanmar were brought to trial in China for their involvement in telecom fraud and other offenses targeting Chinese citizens.
