Qatari Proposal for Israel-Hamas Agreement

Qatari mediators have presented a draft proposal for an agreement between Israel and Hamas. The proposal aims to halt the fighting in the Gaza Strip and exchange hostages for Palestinian prisoners. This would be the first step towards ending the 15-month-old war.

The proposal was presented a week before U.S. President-elect Donald Trump takes office. Officials believe a breakthrough has been achieved in talks in Doha, and an agreement could be near. However, many details about the implementation of a ceasefire remain to be agreed upon, and officials on all sides have cautioned that a deal has not yet been finalized.

Key Points of the Draft Proposal

In the first stage, 33 hostages would be released, including children, women, men over 50, wounded, and sick individuals. Israel believes most are alive but has not received official confirmation from Hamas.

In return for the hostages, Israel will release over 1,000 Palestinian prisoners and detainees, including convicts serving long sentences for deadly attacks. The location of these prisoners' release is yet to be determined, but anyone convicted of murder or deadly attacks would not be released to the West Bank.

Israel will not fully withdraw its troops until all hostages are returned. However, there will be a phased pullback, with Israeli forces remaining in the border perimeter to defend Israeli border towns and villages.

Security arrangements will be implemented at the Philadelphi corridor bordering Egypt and the Netzarim corridor in central Gaza. Unarmed North Gaza residents would be allowed back, with a mechanism to ensure no weapons are moved there.

The Rafah crossing between Egypt and Gaza will gradually reopen, allowing the passage of those who are sick and humanitarian cases out of the enclave for treatment. There would also be a significant increase of humanitarian aid into the Gaza Strip.

The issue of who will run Gaza after the war remains unresolved. The current round of talks left this issue out of the proposal due to its complexity and the likelihood it would hinder a limited deal.

Uncertainties and Challenges

While the draft proposal offers a potential pathway towards ending the conflict, several uncertainties and challenges remain. The implementation of the ceasefire and the details of the prisoner release are still under negotiation. Additionally, the question of who will govern Gaza after the war remains unresolved.

The international community has expressed its support for a Palestinian-run Gaza, but efforts to find alternatives to the main factions have been largely unsuccessful. Discussions are ongoing between Israel, the United Arab Emirates, and the United States regarding a provisional administration that would run Gaza until a reformed Palestinian Authority is able to take charge.
