At the recent National Education Work Conference, held in Beijing on Thursday and Friday, Chinese officials announced plans to improve public education services in response to demographic trends. The conference outlined strategies focusing on revitalizing county-level high schools and reforming high school entrance examinations, with the overarching goal of positioning China as an "education powerhouse" through a people-centered approach.
The Ministry of Education emphasized the importance of ensuring equal opportunities for vulnerable groups by improving school quality and regulating off-campus tutoring services. Wu Yongming, the head of the education department in Jiangxi province, showcased a successful restructuring of small schools that improved resource distribution while alleviating financial burdens on families and local governments.
In Shandong province, the Qingdao education bureau introduced pilot programs for rotating teachers between primary and middle schools to counteract imbalances in resource allocation and prepare for the expected increase in middle school enrollments. Bureau head Jiang Yuanshao indicated that forward-thinking strategies would be explored to address demographic changes while ensuring access to equitable education.
The conference highlighted the pivotal role of the education sector in enhancing China's innovation capabilities. This year, the government plans to optimize higher education curricula to align with technological advancements and national priorities, further integrating technology with industrial innovation.
Vocational education is identified as crucial for developing a skilled workforce to support emerging productive forces. In Anhui province, a pilot program was described that involves collaboration between enterprises and advanced research institutes to train master’s and doctoral students in engineering, focusing on practical challenges.
Strengthening the teaching workforce is a primary concern, as the ministry intends to enhance professional ethics, improve teacher training systems, and boost recruitment efforts. China's initiative also includes expanding international educational cooperation, increasing its global impact in education governance, and advancing digitization within the sector.
Li Ping, from the Ministry of Education's educational technology center, reported that the Smart Education of China platform, which serves 147 million users with access to vast amounts of information, will be upgraded to become the world's largest digital education database. Additionally, authorities emphasized the necessity of campus safety and stability, indicating plans to bolster safety measures and enhance governance within the educational system.
