The CSIS report indicated that the significant increase in rail traffic, which occurred shortly after a meeting between North Korea’s Kim Jong Un and Russia’s President Vladimir Putin, likely represents North Korea’s provision of arms and munitions to Russia. CBS News also reported that a U.S. official confirmed that "North Korea has begun transferring artillery to Russia."
