India, France extend advanced aeronautical cooperation by supporting engine development

In a significant decision, India and France on Friday announced that they would extend their advanced aeronautical cooperation in advanced aeronautical technologies by supporting the joint development of a combat aircraft engine. A roadmap for this project will be prepared by French company Safran and Defence Research and Development Organisation DRDO before the end of this year. The Indian Multi Role Helicopter IMRH programme with Safran Helicopter Engine has also decided to support industrial cooperation for motorization of heavy-lift helicopters. The decision came after Prime Minister Narendra Modi's talks with French President Emmanuel Macron in Paris. 'Horizon 2047: The 25th anniversary of the India-France Strategic Partnership, Towards A Century of India-France relations' has been adopted by the two leaders. The statement on partnership for security and sovereignty highlighted the need to create joint defence capabilities among the various nations of the world. It said France is one of India's key partners in the development of a self-reliant defence industrial and technological base. India and France are committed to co-developing and promoting advanced defence technologies, including for the benefit of third countries, it said. In line with their excellent cooperation in military aviation for more than five decades, India and France welcome the timely delivery of the 36 Rafale ordered by India. India and France will continue their groundbreaking defence cooperation with advanced aeronautical technologies in the future by supporting the joint development of a combat aircraft engine. A roadmap on this project will be prepared TT 1 P 2 between Safran and DRDO before the end of this year. Under the Indian multi-role helicopter IMRH programme with Safran Helicopter Engine, France, they also support industrial cooperation for motorization of heavy-lift helicopters. In a statement, it said that in order to enable progress on the IMRH programme, a Shareholders' Agreement between Hindustan Aeronautics Limited HAL India and Safran Helicopter Engine, France, has been concluded for engine development. These ventures are in line with the spirit of trust that prevails between India and France in the sharing and joint development of critical components and technology building blocks, based on the successful Indo-French experience in technology transfer. India had been in talks with French firms for co-developing engines for fifth-generation fighter and IMRH, which was developed by Hindustan Aeronautics Limited. Discussions with the French firms have going on for co-developing high powered engines for the Advanced Medium Combat Aircraft AMCA being designed and developed by Defence Research and Development Organisation, government sources said. The negotiations between the DRDO and French engine maker Safran had been progressing well, with the deal for stronger engines for both the planned versions of the AMCA aircraft. The AMCA's specifications are designed in such a way that they would necessitate very strong engines. The Horizon 2047 statement said that India and France are long-standing strategic partners in the Indo-Pacific. Since the establishment of diplomatic relations between the two countries in 1947 and the expansion of the partnership to the strategic level in 1998, our two nations have consistently acted together, building on a high level of mutual trust, shared commitment to the principles enshrined in the United Nations Charter and common values rooted in international law, the UN said in a statement. To commemorate the 25th anniversary of the Indo-French relationship, both countries agree to adopt a roadmap to set the course for the bilateral relationship, which will celebrate the centenary of India's independence, the centenary of the diplomatic relations between the two countries and 50 years of the strategic partnership. In a statement, India and France said they intend to work together in the interests of international peace and stability and reaffirm their commitment to a rules-based order in the Indo-Pacific and beyond. They agree to work within the framework of a partnership between equals, according to their respective sovereign and strategic interests, as they have done since 1998. To deepen this Strategic Partnership, and in keeping with the universal values of liberty, equality, democracy and the rule of law, India and France have determined to strengthen cooperation in the areas of the future so as to enhance their sovereignty and decision-making independence, and to respond together to the challenges confronting our planet, including the cooperation between India and the European Union.

Strengthening ties with France, a key player in the European Union, can enhance India's diplomatic standing and increase its influence on regional and global issues. It also aligns with India's broader Indo-Pacific strategy.

The agreement will provide India with access to high-powered engines, enhancing the operational capabilities of its aircraft, helicopters, and other defence systems. This will ensure better mission execution and effectiveness.

The decision to extend defence cooperation with France in advanced aeronautical technologies was made without providing sufficient details and transparency on the specific terms and conditions of the agreement.

While the agreement involves collaboration with a foreign partner, it does not undermine India's long-term goal of self-reliance. By engaging in joint development and co-production, India can harness foreign expertise while also building its own capabilities.

While the agreement may create some industrial cooperation and potential job opportunities, the overall economic benefits for India may be limited, especially compared to the financial investments required.

India and France have a long-standing history of cooperation in military aviation. Building on this experience and synergy, the joint development of a combat aircraft and motorization of heavy-lift helicopters can lead to significant technological advancements.

The focus on cooperation with France may overshadow the need to invest in and develop India's own defence industrial and technological base. This undermines the objective of building a self-reliant defence industry.

The emphasis on defence cooperation and investment in advanced aeronautical technologies raises concerns about the government's priorities, as it may be prioritizing the military sector over social development and welfare programs.

The agreement focuses on short-term goals and benefits, such as the timely delivery of 36 Rafale aircraft, without clearly outlining a sustainable and long-term roadmap for cooperation that will benefit both countries equally.

The relationship with France is portrayed as a partnership between equals, but there may be an inherent power dynamic that favors France, given its technological superiority and experience in the defence sector.

The joint development of a combat aircraft engine and the motorization of heavy-lift helicopters could impose a significant financial burden on India, diverting resources away from other pressing domestic priorities such as education, healthcare, and infrastructure development.

Focusing mainly on France for defence cooperation neglects the potential benefits of collaborating with other strategic partners who may offer different perspectives, technologies, and opportunities for cooperation.
