China Strengthens Measures to Resolve Conflicts and Safeguard Social Stability

Following a tragic car-ramming incident in Zhuhai, Guangdong province, on November 11, China's top legal authorities have taken steps to address rising concerns over public safety. The incident, allegedly motivated by anger over a divorce settlement, resulted in 35 deaths and dozens of injuries.

In response, the Supreme People's Court has called on courts nationwide to strengthen their fight against crimes that endanger public order, disrupt social stability, and harm people's lives, health, and property. The court emphasizes the importance of efficient case handling and ensuring justice is served.

For major and vicious crimes, the statement emphasizes the need for severe punishment in accordance with the law. For crimes aggravated by civil disputes and minor offenses, leniency may be considered if the defendant pleads guilty and is forgiven by the victim.

The top court also calls for improved categorization and combatting of crimes, along with efforts to rehabilitate criminals. Additionally, authorities are urged to prevent and control frequently occurring crimes.

The Ministry of Justice has also reiterated its commitment to enhancing conflict resolution and maintaining social stability. Their initiative calls for judicial and administrative bodies to prioritize public safety issues, improve risk management, and prevent potential conflicts from escalating.

The ministry's plan also includes measures for monitoring and improving conditions in detention facilities, enhancing rehabilitation programs, and offering support to individuals released from prison. Additionally, it emphasizes the need for effective community-based dispute mediation, particularly in areas prone to conflict.

The Supreme People's Procuratorate has also urged procuratorate organs to rigorously review vicious criminal offenses for arrest and prosecution. Protecting people's lives and social security is a top priority, and the tragic incident in Zhuhai serves as a reminder of the importance of lawfully punishing and preventing extreme violent crimes.

The SPP also maintains a "zero-tolerance" stance on crimes against students and will work with relevant departments to eliminate public safety risks near schools. They will thoroughly investigate risks and hidden dangers, ensuring the fair and lawful handling of cases. Additionally, they will promote the rule of law in petition work and resolve conflicts involving prosecution cases at an early stage to prevent the spread of risks.
