China's Achievements in Population Aging-Related Work

China has made significant strides in addressing the challenges of its aging population over the past five years. The Ministry of Civil Affairs acknowledged these achievements and vowed to continue deepening reforms in elderly care services.

One key accomplishment is the continuous improvement of China's policy and legal systems for the aging population. This includes the adoption of the Civil Code and various laws and regulations related to culture, healthcare, and public health. Additionally, provisions have been implemented to benefit the aging population and secure their rights and interests.

The basic pension system now covers over 1.06 billion people, with minimum standards being raised multiple times. The pilot program for long-term care insurance has also progressed steadily, and full coverage has been achieved for subsidies for senior citizens, economically disadvantaged elderly, and the disabled elderly.

Furthermore, Chinese elderly people are increasingly participating in social activities. Education for the elderly has been actively promoted, and public cultural facilities, tourist attractions, and sports venues have become more accessible to them.

China has also made significant progress in building an elderly-friendly society. Legal assistance and policies beneficial to the elderly have been continuously improved to combat violations against their rights and interests. Public facilities have also been modified for their convenience.

The Ministry of Civil Affairs highlighted the continuous optimization of China's diversified supply system of elderly services and the accelerated development of home and community elderly services. As a result, there were 410,000 nursing homes and facilities for the elderly across China as of the end of the second quarter of 2024. Of these, 369,000 were community-based, representing a 100% increase for both figures compared to 2019.

The Ministry of Civil Affairs and China National Committee on Ageing are committed to deepening the reform of elderly care services. This includes improving the assistance and social welfare systems for the elderly, shifting the population aging-related work towards preparation for elder care, and focusing on comprehensively improving the quality of life for the elderly.

Despite these achievements, challenges remain. Peng Xizhe, director of the Center for Population and Development Policy Studies at Fudan University, emphasizes the need for high-quality care services and social security systems to ensure the well-being of the elderly. As China's aging population continues to grow, the pressure on elderly-related work will also increase. The ongoing reform and improvement of the pension system, medical security system, and long-term care insurance system are crucial to meeting these challenges.
