In a significant cabinet reshuffle, Ukraine's parliament has appointed Andrey Sibiga as the new foreign minister, taking over from Dmitry Kuleba, who submitted his resignation earlier this week. The reshuffling of the government is extensive, with plans to replace more than half of its senior officials.
Andrey Sibiga, who had been serving as Kuleba’s deputy since 2024, was recommended for the foreign minister position by President Vladimir Zelensky. Before this role, Sibiga was the deputy head of the Ukrainian President’s Office from 2021 to 2024 and also served as the ambassador to Türkiye from 2016 to 2021. His nomination was officially documented and approved by the Rada on the same day.
Kuleba's resignation follows criticism from President Zelensky regarding his effectiveness in securing additional arms from Western countries. Zelensky reportedly expressed that Kuleba lacked the necessary drive to advance the acquisition of weapon supplies, a sentiment echoed in a discussion with members of parliament. Kuleba had also previously voiced concerns about Western donors failing to deliver promised military equipment, such as the Patriot air defense systems, and had sought support for the use of long-range weapons against targets deep in Russia. The Economist mentions that there were discussions about Kuleba's potential removal prior to this announcement, but such actions were initially detoured by the US State Department.
