The guidelines, issued by the Directorate of Education (DoE), underscore that both private and government-run schools must adhere to the Master Plan for Delhi, 2021, particularly concerning the use of basements in public buildings.
School authorities are now required to implement measures that prevent water logging within and surrounding their premises. A crucial aspect of the circular highlights the necessity for schools to establish robust infrastructure and safety protocols to prevent occurrences similar to the recent deaths, which included drownings in a coaching center basement and an electrocution incident.
Furthermore, the guidelines dictate that school principals must ensure that any basements present in their buildings are used strictly for activities allowed under the Master Plan and as per approved plans. All school entrances are mandated to be functional, allowing for safe entry and exit, while access to the basement should be clearly marked in the school's evacuation plan.
Monitoring of school corridors and staircases for water accumulation is also essential, with schools expected to take necessary action to maintain clear passageways. Additionally, the guidelines stress the importance of inspecting electrical connections and fittings to comply with safety regulations, along with having adequate fire safety measures established in all schools.
