On November 10, 2023, Chinese authorities demanded that the Philippines immediately halt its provocative actions after two Philippine transport ships and three Coast Guard vessels allegedly entered disputed waters without permission. This act followed a period of reduced tensions in the South China Sea, which has been marred by repeated provocations from the Philippines, including the airdropping of supplies to its warship grounded at Ren'ai Jiao, also known as Ren'ai Reef.

A spokesperson from the China Coast Guard stated that a small Philippine aircraft recently dropped supplies to this warship, highlighting the ongoing tensions. Although the situation had previously seen some easing, with both countries discussing maritime management, these recent activities by the Philippines have ignited fears of potential accidents and sabotage in negotiations. The Chinese Coast Guard asserted that they will enhance law enforcement efforts at Ren'ai Jiao to defend national sovereignty and maritime rights.

The Philippines has attempted to reinforce its presence at Ren'ai Jiao under the guise of humanitarian aid by sending various vessels since August 2023. China's response to these incursions has been characterized as restrained and legitimate, as they have aimed to prevent further escalations. The recent airdrop incident occurred after a month-long absence of Philippine supply vessels to the warship, despite the two nations holding discussions that signaled a less tense atmosphere.

Experts have indicated that the actions taken by the Philippines, including illegal fishing in the disputed Huangyan Dao, pose risks to the ecological environment and provoke tensions with China. Historical context shows that while cooperation was once discussed between China and the Philippines, recent actions by the Philippines are viewed as taking advantage of China's more amicable gestures.

Analysts stress the importance of dialogue as the means to resolve disputes in the South China Sea, especially given the recent diplomatic meetings between China and the Philippines. Despite ongoing US-Philippine military cooperation, experts believe that both parties need to engage in open discussions to address these conflicts peacefully. Furthermore, it has been suggested that China is open to facilitating humanitarian supply deliveries to the grounded Philippine vessel if proper protocols are adhered to, emphasizing the necessity of maintaining communication and redirecting focus towards resolving maritime issues through dialogue.
