Foreign Minister Dmytro Kuleba views this innovation as a technological advancement unparalleled in the diplomatic landscape, citing its potential to save time and resources for diplomats. The developers behind Victoria Shi, known as The Game Changers, have integrated elements of real-life personalities into her character, with her appearance and voice being based on Rosalie Nombre, a singer and former contestant on a Ukrainian reality show. Despite this connection, it is emphasized that Shi and Nombre are distinct individuals, with only the AI-based figure providing official statements on behalf of the ministry.
Victoria Shi's role will extend to commenting on consular services, particularly in light of recent controversial decisions made by the ministry, such as the suspension of services for men of fighting age residing abroad. This move has stirred debate as it necessitates these individuals to return to Ukraine for administrative procedures, potentially facing conscription into military service.
