Dong emphasized the enduring friendship between China and Cambodia, which has entered a new era of enhanced quality, level, and standards under the leadership of both countries' leaders. He highlighted the importance of implementing consensuses on military cooperation, noting the high level of cooperation in various fields, including group visits, joint exercises, and military school exchanges.

Dong urged further deepening strategic communication, utilizing cooperation mechanisms, and enhancing the quality and effectiveness of collaboration to contribute to regional peace. Sophan expressed gratitude for China's support and reaffirmed Cambodia's adherence to the one-China principle and support for China's core interests. As Commander of the Royal Cambodian Army, Sophan expressed Cambodia's willingness to strengthen practical exchanges and cooperation, particularly in ground forces, with China.
